التحول الرقمي وأثره على فعالية الأداء الإداري في المؤسسات العمومية- دراسة ميدانية على عينة موظفي مقر ولاية الوادي

Abstract

"هدفت هذه الدراسة إلى التعرف على أثر التحول الرقمي على فعالية الأداء الإداري بمقر الولاية بالوادي، وتم صياغة سؤال الإشكالية على النحو التالي: ما أثر التحول الرقمي على فعالية الأداء الإداري بالمؤسسات العمومية؟ ومجموعة من التساؤلات الفرعية: - هل يؤثر التحول الرقمي على سرعة انجاز العمل الإداري داخل المؤسسة؟ - هل يؤثر التحول الرقمي على جودة الأداء الإداري وتقليل الأخطاء في المعاملات؟ - هل يؤثر التحول الرقمي على كفاءة اتخاذ القرار الإداري داخل المؤسسة؟ وبناء فرضية رئيسية : يؤثر التحول الرقمي على فعالية الأداء الإداري في المؤسسة العمومية وجزئت إلى فرضيات فرعية كالتالي: -يؤثر التحول الرقمي على سرعة إنجاز العمل الإداري داخل المؤسسة. -يؤثر التحول الرقمي على جودة الأداء الإداري وتقليل من الأخطاء في المعاملات. -تؤثر التحول الرقمي على كفاءة اتخاذ القرار الإداري داخل المؤسسة. وللتأكد من صحة الفرضيات قمنا بإجراء دراسة ميدانية على عينة من موظفي مقر الولاية –الوادي- معتمدين في ذلك على المنهج الوصفي التحليلي و الإستبيان لجمع المعلومات والذي تضمن (30) عبارة وزعت على موظفي مصلحتي (مصلحة التنشيط المحلي، مصلحة التخطيط ومتابعة البرامج التنموية) . وفي الأخير توصلنا الى النتائج التالية: • أنّ التحول الرقمي في مقر الولاية (متوسط) لايزال شكليا فقط . • أنّ العنصر البشري بحاجة إلى تكوين في مجال التقنيات التكنولوجية . • وجود استراتيجية رقمية داخل المؤسسة لكنها ليست مطورة بشكل كاف لتحقيق تحول رقمي فعال.

""This dissertation, entitled ""The Efforts of Sheikh Ahmad Zarruq al-Fasi in Spreading the Shadhili Order in the Islamic Maghreb and Mashriq,"" examines the life and contributions of a prominent scholarly and Sufi figure who played a significant role in the history of Islamic mysticism during the ninth century AH/fifteenth century CE. The study aims to highlight Sheikh Ahmad Zarruq's efforts in serving and disseminating the principles of the Shadhili Order, while also demonstrating his scholarly status and reformist approach that combined Islamic jurisprudence and Sufism, contributing to the rectification of Sufi practices and their adherence to Islamic legal foundations. The study employed a narrative-analytical approach, tracing the early life of Shaykh Ahmad Zarruq, his intellectual formation, teachers, and scholarly journeys. It further examined the origins and development of the Shadhili order, as well as its major branches, with particular emphasis on the Zarruqiyyah branch as a continuation of the Shadhili tradition. The study also explored the methods utilized by Shaykh Ahmad Zarruq in disseminating the order, including teaching, writing, spiritual guidance, and the training of disciples. In addition, it highlighted the impact of his travels throughout the Islamic Maghreb and Mashriq in broadening the dissemination of his ideas and teachings and enhancing their influence across various regions of the Islamic world. /*-The study concludes that Sheikh Ahmad Zarruq made a substantial contribution to consolidating and spreading the principles of the Shadhili Order. It further demonstrates that his reformist project, based on harmonizing Islamic law (Shari'ah) and spiritual truth (Haqiqah), was among the principal factors behind the success and continuity of the Zarruqiyya Order. In addition, the research highlights the important role played by his students and followers in transmitting his teachings across various Islamic regions, allowing his scholarly and spiritual influence to extend far beyond his own era and remain influential in later generations.
