اثر النفقات العمومية على النمو الاقتصادي في الجزائر خلال الفترة 2000 - 2024

Abstract

" يهدف هذا البحث إلى دراسة أثر النفقات العمومية على النمو الاقتصادي في الجزائر خلال الفترة (2000-2024)، وذلك بالنظر إلى دورها المحوري كأداة للسياسة المالية. اعتمدت الدراسة على منهجية متعددة الأبعاد، حيث تم الجمع بين التحليل الوصفي والقياسي باستخدام نموذج الانحدار الذاتي للفجوات الزمنية الموزعة (ARDL). أظهرت النتائج النظرية أن النفقات العمومية قد تكون محركًا للنمو إذا وُجّهت نحو القطاعات المنتجة مثل التعليم، الصحة، والبنية التحتية، بينما قد تؤدي النفقات غير الفعّالة إلى تضخم، مديونية، وإزاحة الاستثمار الخاص. أما النتائج التطبيقية، فقد بيّنت وجود علاقة تكامل مشترك طويلة الأجل بين الإنفاق العام والنمو الاقتصادي، كما أثبتت أن للإنفاق العام أثرًا موجبًا ومعنويًا في الأجلين القصير والطويل. وخلصت اختبارات السببية إلى وجود علاقة سببية أحادية الاتجاه من النفقات العمومية نحو النمو الاقتصادي، وهو ما يعزز أهمية تبني سياسات إنفاق رشيدة توازن بين تحقيق التنمية والحفاظ على الاستدامة المالية This research aims to examine the impact of public expenditure on economic growth in Algeria during the period 2000–2024, highlighting its central role as a fiscal policy instrument. The study adopts a multi-dimensional methodology, combining descriptive and econometric analysis through the Autoregressive Distributed Lag (ARDL) model. The theoretical findings indicate that public spending can foster growth when directed toward productive sectors such as education, health, and infrastructure, while inefficient expenditures may generate inflation, debt accumulation, and crowding-out effects. Empirically, the results reveal the existence of a long-run cointegration relationship between public expenditure and economic growth, with a positive and significant effect in both the short and long run. Moreover, Granger causality tests demonstrate a unidirectional causal link from public expenditure to economic growth, underlining the necessity of adopting prudent spending policies that balance development objectives with fiscal sustainability.
