سلاسل الامداد الخضراء ودورها في تحقيق الاستدامة البيئية دراسة حالة بلدان مجلس التعاون الخليجي للفترة2007–2023

Abstract

تناولت هذه الدراسة موضوع سلاسل الإمداد عمومًا وسلاسل الإمداد الخضراء خصوصًا، ودورها الحيوي في تحقيق الاستدامة البيئية، مع التركيز على دول مجلس التعاون الخليجي خلال الفترة الممتدة من 2007 إلى 2023. تم توضيح المفاهيم الأساسية لسلاسل الإمداد التقليدية بما في ذلك تدفقات المواد، والمعلومات، والأموال عبر مراحل التوريد، التصنيع، النقل، والتوزيع، ودورها في دعم الاقتصاد وتحقيق الكفاءة التشغيلية. تم تحليل العلاقة بين ممارسات سلاسل الإمداد الخضراء والاستدامة البيئية من خلال بناء مؤشر أداء للخدمات اللوجستية الخضراء يعتمد على مؤشري الأداء اللوجستي LPI والأداء البيئي EPI. اعتمدت الدراسة على المنهج الوصفي التحليلي، وخلصت الدراسة إلى أن دمج المبادئ البيئية في إدارة سلسلة الإمداد لبلدان عينة الدراسة يمكن أن يساهم في تقليل الأثر البيئي، وتحقيق كفاءة تشغيلية، ودعم استدامة الاقتصاد والبيئة، لكنها تواجه تحديات مثل ارتفاع التكاليف، قلة البيانات، والافتقار إلى مؤشرات قياس دقيقة في بعض الدول. وأوصت الدراسة بضرورة تعزيز التعاون الإقليمي بين دول الخليج لتبادل الخبرات في مجال اللوجستيات المستدامة. وتطوير مؤشرات قياس أكثر دقة وتفصيلًا لممارسات سلسلة الإمداد الخضراء. This study addresses supply chains in general, and green supply chains in particular, and their vital role in achieving environmental sustainability, focusing on the Gulf Cooperation Council (GCC) countries over the period from 2007 to 2023. The basic concepts of traditional supply chains were explained, including the flow of materials, information, and capital across the stages of sourcing, manufacturing, transportation, and distribution, and their role in supporting the economy and achieving operational efficiency. The relationship between green supply chain practices and environmental sustainability was analyzed by constructing a green logistics performance index based on the Logistics Performance Index (LPI) and the Environmental Performance Index (EPI). The study relied on a descriptive-analytical approach and concluded that integrating environmental principles into supply chain management in the sample countries can contribute to reducing environmental impact, achieving operational efficiency, and supporting economic and environmental sustainability. However, these factors face challenges such as high costs, limited data, and a lack of accurate measurement indicators in some countries. The study recommended the need to enhance regional cooperation among Gulf countries to exchange experiences in the field of sustainable logistics and to develop more accurate and detailed measurement indicators for green supply chain practices
