Abstract

تُعدّ التنمية المستدامة من أبرز المواضيع التي تحظى باهتمام متزايد على الصعيدين الوطني والدولي، لما لها من أهداف تهدف إلى تحقيق انتقال شامل نحو الأفضل في مختلف المجالات. لم يعد هذا المفهوم يقتصر على بُعد واحد، بل اتسع ليشمل الجوانب الاقتصادية والاجتماعية والبيئية. ومن أبرز مظاهرها التنمية المحلية المستدامة، التي تُبرز أهمية مشاركة المواطنين في صياغة وتنفيذ سياسات التنمية من خلال ممثليهم في المجالس المحلية المنتخبة. وتتطلب هذه العملية كوادر بشرية مؤهلة وملتزمة، تتمتع بالوعي وحس المسؤولية الشخصية. وفي هذا السياق، تكتسب المجالس المحلية المنتخبة أهمية خاصة كأدوات مؤسسية تُحقق من خلالها مشاركة المواطنين في الحوكمة المحلية، كونهم الأكثر دراية بخصائص مجتمعاتهم المحلية ومشاكلها. ومع ذلك، تواجه المجالس المحلية العديد من التحديات والعقبات التي تعيق أدائها في تنفيذ مشاريع التنمية. ويتطلب التغلب على هذه التحديات إرساء Sustainable development is one of the prominent topics that receives increasing attention both nationally and internationally, due to its goals aimed at achieving a comprehensive transition for the better across various fields.
