Abstract

"تتمحور دراستنا حول الشفافية التنظيمية وعلاقتها بتحسين كفاءة الخدمات، حيث تهدف هذه الدراسة إلى توضيح علاقة الشفافية التنظيمية بتحسين كفاءة الخدمات، حيث تم الانطلاق من التساؤل الرئيس: ما علاقة الشفافية التنظيمية بتحسين كفاءة الخدمات لدى موظفي بلدية جامعة؟، الذي انبثق منه جملة من التساؤلات الفرعية الآتية:ما علاقة وضوح الإجراءات بتحسين كفاءة الخدمات لدى موظفي بلدية جامعة؟، ما علاقة المعلومات بتحسين كفاءة الخدمات لدى موظفي بلدية جامعة؟، ما علاقة القيم الأخلاقية بتحسين كفاءة الخدمات لدى موظفي بلدية جامعة؟، وعلى ضوئها تمت صياغة الفرضيات التالية: يوجد علاقة إيجابية بين وضوح الإجراءات وتحسين كفاءة الخدمات لدى موظفي بلديات جامعة،: يوجد علاقة إيجابية بين المعلومات وتحسين كفاءة الخدمات لدى موظفي بلديات جامعة،: يوجد علاقة إيجابية بين القيم الأخلاقية وتحسين كفاءة الخدمات لدى موظفي بلديات جامعة،ومن أجل التأكد من صحة هذه الفرضيات تم الاعتماد في الدراسة الميدانية على المنهج الوصفي والمنهج الإحصائي، ومن أجل جمع البيانات تم استخدام استمارة الاستبيان وشبكة الملاحظة ودليل المقابلة، حيث تمثلت عينة الدراسة في 75عينة حيث تم إيجاد 61عينة صالحة لدراسة،ومن أهم النتائج التي تم التواصل إليها هي: -وجود وعي مرتفع بأهمية الشفافية التنظيمية، إلا أن تطبيقها يظل متفاوت بين الإدارات المحلية." "Our study revolves around organizational transparency and its relation to improving service efficiency. This study aims to clarify the relationship between organizational transparency and the improvement of service efficiency, starting from the main research question: What is the relationship between organizational transparency and improving service efficiency among municipal employees in a university city? From this main question stem the following sub-questions: - What is the relationship between clarifying procedures and improving service efficiency among municipal employees in a university city? - What is the relationship between information sharing and improving service efficiency among municipal employees in a university city? - What is the relationship between ethical values and improving service efficiency among municipal employees in a university city? Based on these, the following hypotheses were formulated: - There is a positive relationship between clarifying procedures and improving service efficiency among municipal employees in a university city. - There is a positive relationship between information sharing and improving service efficiency among municipal employees in a university city. - There is a positive relationship between ethical values and improving service efficiency among municipal employees in a university city. To validate these hypotheses, the study relied on the descriptive and statistical methodology. Data was collected using a questionnaire form distributed randomly. The sample size consisted of 75 individuals, of which 61 valid responses were obtained. One of the key findings was: - A high level of awareness regarding the importance of organizational transparency, although its application remains inconsistent among local administrations"
