Abstract
The concept of the smart city represents an integrated approach that
combines technology, governance, and citizen participation to enhance
urban sustainability and quality of life. Governance plays a crucial role in
the success of smart cities by ensuring transparency, accountability, and
inclusive decision-making through institutional, regulatory, and
participatory mechanisms. Empirical studies highlight governance as a key
driver of innovation, sustainability, and competitiveness in major cities.
However, despite the global rise of smart city initiatives, performance
disparities persist. This underscores the importance of assessing governance
quality through composite indicators to better understand its impact on the
overall success of smart cities.
