ضبطت العديد من التشريعات الدولية قوانينها التشريعية تزامناً مع التطور التكنولوجي؛ خوفاً من الاعتداءات على بياناتها ومعطيات شعوبها وفق تدابير متنوعة. وقد واكب المشرع الجزائري هذا التطور وتدارك التأخر في هذا الجانب الحساس، حيث أكد على حماية المعطيات ذات الطابع الشخصي بصورة مباشرة وغير مباشرة، بموجب نصوص قانونية وهيئات مؤسساتية تشكل في مجملها منظومة حماية قانونية متكاملة." technological advancements to safeguard data against cyber-attacks and protect citizens' privacy.
