Abstract

This study aims to shed light on the various major paths and procedures available for managing public transactions under Presidential Decree No. 15-247, dated 2 Dhu al-Hijjah 1436 (corresponding to September 16, 2015). The decree includes regulations governing public transactions and mandates for public utilities currently in effect. The application of these procedures is essential in meeting the public needs of the contracting interest while ensuring legal safety. This study also examines the fundamental procedural requirements for each path and emphasizes their relevance in managing and equipping public utilities. The implications of adopting these procedures extend to developmental, financial, and social aspects, significantly affecting the overall public interest
