Abstract

"يهدف هذا البحث إلى إبراز دور الشراكة بين القطاعين العام والخاص في تحفيز الاستثمار، وذلك بدراسة ميدانية في مديرية المصالح الفلاحية ومديرية سونلغاز ومجموعة من المؤسسات الخاصة بالوادي، ومن أجل بلوغ هذا الهدف تم الاعتماد على المنهج الوصفي في الفصل النظري، حيث تطرقنا نظريا للشراكة بين القطاعين وللاستثمار وتحفيزه، وكذلك تم الاعتماد على المنهج التحليلي في دراسة الحالة حيث تم الاعتماد على المقابلة والاستبيان كأدوات رئيسية للدراسة، وتم توزيع استبيان على (72) موظفا وموظفة بالمؤسسات محل الدراسة وتم الاعتماد على برنامج ""SPSS.V27"" في تحليل النتائج. تم التوصل إلى وجود تأثير معنوي ذو دلالة إحصائية للشراكة بين القطاعين العام والخاص بجميع أبعادها في تحفيز الاستثمار عند مستوى الدلالة (α≤ 005)؛ وخلصت الدراسة إلى مجموعة من التوصيات والاقتراحات أهمها: تهيئة مناخ استثماري محلي محفّز في ولاية الوادي من خلال تسريع الإجراءات الإدارية، وتقديم تسهيلات حقيقية للمستثمرين المحليين والدوليين، وتعزيز الشفافية في المشاريع المشتركة لضمان ثقة الشركاء وتحقيق أهداف التنمية الاقتصادية والاجتماعية. This study aims to highlight the role of public-private partnerships in stimulating investment, through a field study conducted in the Directorate of Agricultural Services, the Directorate of Sonelgaz, and a group of private institutions in El Oued. To achieve this goal, the descriptive approach was adopted in the theoretical chapter, which theoretically addressed partnerships between the two sectors, investment, and investment incentives. The analytical approach was also adopted in the case study, where interviews and questionnaires were used as the primary tools for the study. A questionnaire was distributed to (72) male and female employees in the institutions under study, and the results were analyzed using the SPSS.V27 program. A statistically significant effect of public-private partnerships in all their dimensions was found to have a significant impact on investment incentives at the significance level (α≤ 0.05). The study concluded with a set of recommendations and suggestions, the most important of which are: creating a stimulating local investment climate in El Oued by expediting administrative procedures, providing real facilities for local and international investors, and enhancing transparency in joint projects to ensure partner confidence and achieve economic and social development goals.
