إسهام ساكنة المدينة في برامج التنمية العمرانية: قراءة تقييمية لواقع التجربة الجزائرية

Abstract

يستهدف هذا المقال رصد واقع مشاركة سكان المدينة الجزائرية في برامج ومشاريع التنمية الحضرية، وذلك من خلال الوقوف على المحطات المختلفة التي عرفها تبلور هذا الفكر محليا، وتبيان أهم المجالات التي اجازها التشريع الجزائري واستراتجيات التنمية المنتهجة من أجل توطيد أركان هذا الاسهام وتمكينه، وصولا إلى تقييم هذا الفعل وتبيان المثبطات المختلفة التي تقف عائقا أمام تأسس مشاركة سكانية حقيقية في المدينة الجزائرية. This article aims at monitoring the participation of the people of the Algerian city in the urban development programs and projects by identifying the different stations that have been defined by crystallizing this thought domestically, and indicating the most important areas allowed by the Algerian legislation and the development strategies adopted to consolidate and enable this contribution. This act shows the various inhibitions that stand in the way of establishing genuine participation in the Algerian city
