Abstract

"بعنوان ""دور الرقمنة في تحسين الأداء التنظيمي للمؤسسة, دراسة ميدانية لبلدية جامعة ولاية المغير"" انطلقت إشكالية البحث من السؤال الرئيسي التالي: ما علاقة الرقمنة في تحسين الأداء التنظيمي داخل بلدية جامعة ؟ ويتفرع عنها الأسئلة الفرعية التالية: • هل توجد علاقة ذات دلالة إحصائية بين الرقمنة وتسريع انجاز الخدمات الإدارية داخل البلدية؟ • هل توجد علاقة ذات دلالة إحصائية بين الرقمنة والتنسيق بين مصالح البلدية؟ • هل توجد علاقة ذات دلالة إحصائية بين الرقمنة و كفاءة الموظفين بالبلدية ؟ يهدف البحث إلى التعرف على الرقمنة داخل بلدية جامعة, ومدى انعكاسها على الأداء التنظيمي لها, من خلال دراسة ميدانية استهدفت عينة من موظفي بلدية جامعة, و قد اعتمدت الباحثة على المنهج الوصفي, واستخدمت الإستمارة كأداة رئيسية لجمع البيانات, حيث تم توزيعها على 49 مفردة من أفراد العينة, وتم تحليل النتائج إحصائيا بإستخدام برنامج SPSS توصل البحث إلى أن الرقمنة بأبعادها المختلفة تؤثر بشكل كبير على الأداء التنظيمي داخل البلدية, مع وجود علاقة إيجابية بينهما. كما أظهرت النتائج أن المتغيرات الشخصية, مثل الجنس والعمر, تؤثر على أداء الموظفين. ومن أبرز الإستنتاجات أن الرقمنة تلعب دورا محوريا في تحسين أداء البلدية, وأن الخبرة المهنية للموظفين تؤثر بشكل إيجابي على فعالية الأداء داخل البلدية ""of the Municipality of Djamaa, El M'Ghair Province"" The research problem stems from the following main question: What is the relationship between digitalization and the improvement of organizational performance within the Municipality of Djamaa? This is further broken down into the following sub-questions: Is there a statistically significant relationship between digitalization and accelerating the completion of administrative services within the municipality? Is there a statistically significant relationship between digitalization and coordination between municipal departments? Is there a statistically significant relationship between digitalization and employee efficiency in the municipality? The research aims to identify digitalization within the Municipality of Djamaa and its impact on its organizational performance through a field study targeting a sample of municipal employees. The researcher adopted the descriptive approach and used a questionnaire as the primary tool for data collection, which was distributed to 49 sample members. The results were analyzed statistically using SPSS software. The research concluded that digitalization in its various dimensions significantly impacts organizational performance within the municipality, with a positive relationship between them. The results also showed that personal variables, such as gender and age, influence employee performance. One of the most prominent conclusions is that digitalization plays a pivotal role in improving municipal performance, and that the professional experience of employees positively affects the effectiveness of performance within the municipality "
