استدامة التمكين الرقمي في إطار “الجامعة 4.0”: متطلبات التحول وتحديات التمويل

Abstract

يكتسب التحول الرقمي أهمية بالغة لدى الدول الساعية إلى تطوير بنية نظامها التعليمي ومن بينها الجزائر، لاسيما بعد توجه وزارة التعليم العالي والبحث العلمي وبصفة رسمية نحو تجسيد مفهوم "الجامعة 4.0" تدريجيا، إلا أن ذلك يقترن بضرورة تبني مختلف التقنيات التي من شأنها أن تدعم استحداث بيئة تعليمية تفاعلية ومستدامة. يتطلب الوصول إلى هذه التقنيات بدوره ربط هذا التحول الرقمي بمبدأ قائم على إعادة هيكلة البنية التحتية الرقمية للجامعات وتطوير أنظمتها الأكاديمية والإدارية لتكون أكثر تكاملا وفاعلية وبالشكل الذي يساهم في تعزيز القدرات الرقمية لدى هيئة التدريس، الإدارة والطلبة، بالإضافة إلى تحديث المناهج الأكاديمية وما يتطلبه من توفير الإمكانيات المالية اللازمة لتعزيز استدامة هذه المبادرات، بالإضافة إلى ذلك يعد التعاون والشراكة الاستراتيجية بين المؤسسات الأكاديمية والقطاعين العام والخاص أمرا حيويا لتجاوز هذه القيود. Digital transformation holds paramount importance for countries aspiring to develop the structure of their educational systems, including Algeria—particularly following the official orientation of the Ministry of Higher Education and Scientific Research toward gradually realizing the concept of *University 4.0*. However, this endeavor necessitates the adoption of various technologies that can support the establishment of an interactive and sustainable educational environment. Access to these technologies requires linking digital transformation to a principle grounded in restructuring the digital infrastructure of universities and developing their academic and administrative systems to become more integrated and effective.This, in turn, contributes to enhancing the digital capabilities of faculty members, administrators, and students, in addition to updating academic curricula and securing the necessary financial resources to ensure the sustainability of these initiatives.Furthermore, strategic cooperation and partnerships between academic institutions and both the public and private sectors are considered vital for overcoming these challenges.
