دور البلدية في تحقيق الأمن البيئي

Abstract

نظرا للمخاطر والتهديدات البيئية التي تظهر بشكل متزايد كل مرة، فإن موضوع الامن والحماية البيئية يشهد اهتماما كبيرا على المستويين العالمي والمحلي، لان هذا ادى لغموض الظواهر البيئية المستقبلية، وهو الامر الذي جعل المشرع الجزائري يقوم بوضع الخطوات والاليات والاساليب والوسائل والاستراتيجيات من اجل حماية البيئة من المخاطر والتلوثات بحيث اسند هذه المهمة الى البلدية لقربها من المواطن ومن البيئة على حد سواء، من خلال منحها الصلاحيات والاليات للحفاظ على البيئة.In view of the environmental risks and threats that appear increasingly every time, the issue of environmental security and protection is witnessing great interest at the global and local levels, because this has led to the ambiguity of future environmental phenomena, which is what made the Algerian legislator develop steps, mechanisms, methods, means and strategies in order to protect the environment from Risks and pollution, so that this task was assigned to the municipality due to its proximity to the citizen and the environment alike, by granting it powers and mechanisms to preserve the environment.
