الفساد السياسي والإداري وأثره على التنمية المحلية في الجزائر1999/2016

Abstract

من خلال دراستنا لأثر الفساد السياسي والإداري على واقع التنمية المحلية في الجزائر 1999-2016، تم التطرق لمظاهر الفساد السياسي والإداري من حيث الأسباب والأشكال، ثم تناولنا تأثيرهما على كافة المستويات و الجوانب الاجتماعية، الاقتصادية، الثقافية...، كما تم التعرف على جهود الدولة التي قامت بها للحد من ظاهرة الفساد والمتمثلة في السياسات والبرامج الوطنية والمحلية، وكذا الأدوار الرسمية منها وغير الرسمية مع تقييم لتلك الأدوار، لنخلص بالخروج بجملة من الاستنتاجات و التوصيات، ليتم الخروج بنتيجة مفادها أنه على الرغم من تشخيص الأسباب وراء استفحال ظاهرة الفساد وحرص الدولة على مواجهتها والحد منها، بقي الفساد مستشر في الأوساط ، بالرغم من كافة الجهود، ويرجع هذا إلى ضعف دور النخبة المثقفة في التوعية بمخاطر الفساد والآثار الناجمة عنها و مساسها بالجانب الاجتماعي في بناءه واستقراره وعرقلة التنمية. هذا في إطار إثراء المكتبة الجامعية وخدمة البحث العلمي.

Through our stady of the impect of political and administrative corruption, on the reality of the local development we adresse its causes and forms, then we discussed their impact on all the levels꞉ social, economic and cultural aspects. Also,we recognized the state's efforts to reduce tge phenomenon of corruption, represented the national and local polities and programs .As well as an official and non-official roles. We conclude a set of conclusions and remmondations to result the reasons and the wide spread of the corruption, and the nation's efforts to face and stop it, unfortunately, that is due to the weakness of awarness of the intelectualsrols of the danger of the corruption,and its impact on building the societies and its stability, and hindring the developement.
