دور الاقتصاد الرقمي في تشكيل بنية المجتمعات الحديثة القائمة على الشمول والعدالة والابتكار المستدام

Abstract

تهدف هذه الدراسة إلى تحليل دور الاقتصاد الرقمي في إعادة تشكيل بنية المجتمعات الحديثة، مع التركيز على مدى إسهامه في تعزيز الشمول والعدالة الاجتماعية وتحقيق الابتكار المستدام، في ظل أطر الحوكمة الذكية وصنع السياسات القائمة على البيانات. فالتحول الرقمي، رغم إمكاناته التنموية، قد يؤدي إلى تعميق الفجوات الرقمية وظهور أشكال جديدة من الإقصاء الاجتماعي إذا لم يواكب بسياسات وتنظيمات فعالة. وقد اعتمدت الدراسة المنهج الوصفي–التحليلي من خلال تحليل الأدبيات العلمية والدراسات السابقة، إلى جانب المنهج التحليلي المقارن لربط الأطر النظرية بالممارسات والسياسات الرقمية المعتمدة دوليا. وتوصلت النتائج إلى أن الاقتصاد الرقمي يشكل محركا أساسيا للتحولات البنيوية الاقتصادية والاجتماعية، ويسهم في توسيع الشمول المالي والاجتماعي وتعزيز الابتكار، غير أن تحقيق هذه المكاسب يظل مشروطا بتطوير حوكمة رقمية رشيدة، وتقليص الفجوات الرقمية، وضمان العدالة في استخدام البيانات والتقنيات الحديثة بما يدعم الاستدامة المجتمعية. This study examines the role of the digital economy in reshaping modern societies, focusing on its contribution to inclusion, social equity, and sustainable innovation within smart governance and data-driven policymaking frameworks. While digital transformation offers significant development opportunities, it may also widen digital divides and generate new forms of social exclusion if not supported by effective policies and regulations .The study employs a descriptive-analytical approach based on a review of relevant literature, complemented by a comparative analytical method linking theoretical frameworks with international digital practices. The findings indicate that the digital economy is a key driver of economic and social transformation, enhancing financial and social inclusion and fostering innovation. However, these benefits depend on the establishment of effective digital governance, reducing digital disparities, and ensuring equitable use of data and technologies to achieve sustainable societal development.
