دور الاقتصاد الإسلامي في تعبئة الادخار وتمويل الاستثمار من خلال المؤسسات المالية الإسلامية

Abstract

نعالج في هذه الورقة البحثية موضوع الاقتصاد الإسلامي ودوره في تعبئة المدخرات وتوجيهها نحو الاستثمار، وذلك من خلال المؤسسات المالية الإسلامية. فضلاً عن ذلك، تستكشف الوقة مختلف الآليات والصيغ التمويلية التي توفرها هذه المؤسسات للمدّخرين والمستثمرين، مع تقييم لتجربة الجزائر في هذا مجال. نتبع في ذلك المنهج الوصفي التحليلي للإلمام بجوانب الموضوع. وقد تبين من نتائج هذه الدراسة أن الاقتصاد الإسلامي يقدم الإطار الأخلاقي والتنظيمي لمؤسساته المالية، وهذا ما يجعلها تقدم آليات وصيغ مبتكرة ومتكيفة مع النظام المصرفي المعاصر لجذب المدّخرين وتمويل المستثمرين. إذا تم اسقاط هذه التجربة على الجزائر فإنها قد تجاوزت مرحلة التأسيس، لكنها لا تزال في مرحلة الانتشار، ومع إصدار النظام 20-02 فانه يجب أن يترافق مع إصدار وتعديل القوانين المصرفية لجذب الودائع وتمويل الاقتصاد الوطني. In this paper, we address the topic of Islamic economics and its role in mobilizing savings and directing them toward investment through Islamic financial institutions. Furthermore, the paper explores the various mechanisms and financing formulas that these institutions provide to savers and investors, with an evaluation of the Algerian’s experience in this field. To cover all aspects of this topic, a descriptive-analytical methodology was adopted. The findings of the study revealed that Islamic economics provides the ethical and regulatory framework for its financial institutions, enabling them to offer innovative formulas and mechanisms that are well-adapted to the modern banking system, to attracting savers and financing investors. applying this experience to Algeria, it is clear that the country has moved beyond the foundational stage but is still in the phase of expansion.
