تأثير النزاعات الإقليمية على حركة التجارة والبضائع عبر الحدود

Abstract

"الملخص: هدفت هذه الدراسة إلى قياس تأثير النزاعات الإقليمية على حركة التجارة والبضائع عبر الحدود، وذلك من خلال دراسة حالة النزاع القائم بين روسيا وأوكرانيا وتأثيره على الميزان التجاري لكل من الدولتين خلال فترة تمتد من 2011 الى 2023، لبيانات ربع سنوية وذلك بمتغيرات تعبر عن المتغير التابع والمتمثلة في الميزان التجاري وكذلك مؤشرات تعبر عن المتغير المستقل المتمثلة في مؤشر الانفاق العسكري، مؤشر الهجرة القسرية، مؤشر فعالية الحوكمة، مؤشر السلام العالمي، مؤشر التنمية البشرية، وذلك باستخدام البرنامج الاحصائي EVIEWS12 ولقد اعتمدت الدراسة على نموذج الانحدار الذاتي للفجوات الزمنية الموزعة المتباطئة (ARDL) الذي لا يشترط أن تكون السلاسل الزمنية متكاملة من نفس الدرجة، كما يسمح هذا النموذج بتقدير العلاقة التوازنية في الأجلين القصير والطويل، وهو ما يتناسب مع أهداف الدراسة التي ترمي إلى إبراز الأثر في الأمدين القصير والطويل. ولقد بينت الدراسة بأن النزاعات الإقليمية تؤدي الى اغلاق الموانئ والمعابر والمطارات؛ توقيف الإنتاج، ارتفاع تكاليف التجارة، العقوبات الدولية، ومما سبق نستنتج أن للنزعات الإقليمية تأثير سلبي على حركة التجارة والبضائع عبر الحدود. "Abstract: This study aimed to measure the impact of regional conflicts on the movement of cross-border trade and goods. This was done by examining the ongoing conflict between Russia and Ukraine and its impact on the trade balance of both countries over the period from 2011 to 2023. Data were collected on quarterly basis, with variables representing the dependent variable, namely the trade balance, as well as indicators representing the independent variable, namely the military spending index, the forced migration index, the governance effectiveness index, the global peace index, and the human development index. The study used the EVIEWS12 statistical program. The study relied on the autoregressive distributed lag (ARDL) model, which does not require time series to be integrated to the same degree. This model also allows for estimating the equilibrium relationship in the short and long term, which is consistent with the study's objectives, which aim to highlight the impact in both the short and long terms. The study demonstrated that regional conflicts lead to the closure of ports, crossings, and airports. Production disruptions, rising trade costs, and international sanctions all contribute to the conclusion that regional conflicts negatively impact the movement of trade and goods across borders."
