Abstract

الملخص: إن تطبيق الميزانية التشاركية، يكرس ثقافة الحوار والتشاور بين المواطنين، الفاعلين في المجتمع المدني وبين المسؤولين المنتخبين المحليين، كما ينمي مستوى الثقة بين الإدارة المحلية والساكنة، بالإضافة إلى تعزيز فعالية السياسات العمومية والعمل على تطبيقها من خلال مبادئ الحوكمة وإشراك المواطنين والمجتمع المدني في مختلف مراحل الاقتراح، التصويت واتخاذ القرار وتنفيذ المشاريع والمتابعة. يعكس هذا التوجه تبني دمقرطة العلاقة بين المواطن والإدارة المحلية، كما أن الانتقال من نماذج التسيير التقليدية القائمة على المركزية الإدارية إلى مقاربات أكثر شفافية ومساءلة، قادرة على الاستجابة الفعلية لاحتياجات الساكنة المحلية وتطلعاتهم التنموية، يساهم في بناء ثقافة المواطنة الفاعلة والانتماء، بما يكرّس قيم المسؤولية المجتمعية والتوجه نحو اعتماد منتديات المواطنة كآلية للتواصل. توصلت الدراسة إلى ضرورة إعداد إطار قانوني وتنظيمي صريح، ينص على مسار وآليات تنفيذ الميزانية التشاركية، ويحدد الأدوار وكيفيات التمويل والمسؤوليات بدقة بين مختلف الفاعلين (الجماعات المحلية، المواطنين، المجتمع المدني، الإدارة المركزية)، مع إدخال التطبيقات والمنصات الإلكترونية ورقمنة مسارات تطبيق الميزانية التشاركية، تحت تأطير وإشراف وزارة الداخلية والجماعات المحلية. Abstract: The implementation of participatory budgeting contributes to fostering a culture of dialogue and deliberation among citizens, civil society actors, and locally elected officials. It also enhances mutual trust between local administrations and residents, while strengthening the effectiveness of public policies through the application of governance principles and the active involvement of citizens and civil society at all stages of the process, including proposal formulation, voting, decision-making, project implementation, and monitoring. This approach reflects the adoption of a democratic transformation in the relationship between citizens and local administrations, marked by a shift from traditional, centrally driven management models toward more transparent and accountable frameworks capable of responding effectively to local community needs and developmental aspirations. Furthermore, it contributes to the consolidation of an active citizenship culture and a sense of belonging, thereby reinforcing values of social responsibility and supporting the institutionalization of civic forums as participatory mechanisms. The study concludes by emphasizing the necessity of establishing a clear legal and regulatory framework that explicitly defines the procedures and mechanisms for implementing participatory budgeting, while precisely delineating roles, funding modalities, and responsibilities among the various stakeholders, including local authorities, citizens, civil society organizations, and central administration. Additionally, it underscores the importance of integrating digital applications and electronic platforms and of digitizing participatory budgeting processes, under
