Abstract

تستعرض هذه المطبوعة البيداغوجية التحول الإبستمولوجي والوظيفي من نمط "الحكومة" التقليدي القائم على الاحتكار والهرمية السلطوية إلى نمط "الحوكمة" التشاركي الشامل، مُقدِّمةً تأطيراً معرفياً ومنهجياً لمفهوم الحكم الراشد لطلبة الماستر تخصص سياسة عامة. وتُعالج المادة العلمية الأصول التاريخية والإشكالية المفاهيمية للحوكمة وتطبيقاتها في البيئات النامية، متناولةً أبعادها السياسية والإدارية والاجتماعية-الاقتصادية، مع تركيزها على تفاعل "مثلث الحوكمة" المتمثل في الدولة، القطاع الخاص، والمجتمع المدني. كما تُبرز المطبوعة آليات قياس الحوكمة عبر معايير الشفافية، المساءلة، وسيادة القانون، والفعالية، مُحللةً أطرها المرجعية لدى المنظمات الدولية (كالبنك الدولي وUNDP) باعتبارها ركيزة أساسية لتحقيق التنمية المستدامة وإصلاح القطاع العام his academic handbook examines the epistemological and functional transition from traditional hierarchical "government" to participatory "governance," providing a comprehensive theoretical framework on good governance tailored for Master's students in Public Policy.
