الخوصصة واهميتها في تحسين الاداء المالي للمؤسسات العمومية الاقتصادية

Abstract

تهدف هذه الدراسة الى معالجة احد المواضيع الهامة والتي كان لها تاثير كبير على الاقتصادي الوطني، ويتعلق الامر بخوصصة المؤسسات العمومية في ظل الازمات الاقتصادية التي شهدتها الجزائر لاسيما خلال الفترة 1980-2000 ، ولقد عالجنا في هذه الدراسة الأوضاع العامة للجزائر والاقتصاد الوطني منذ بداية الثمانينات، التوجهات الاقتصادية والاجتماعية الجديدة للجزائر، تشخيص واقع الخوصصة وأهم أسباب تبني نموذج الخوصصة وأخيرا تسليط الضوء على المركب الجهوي للحوم الحمراء حاسي بحبح ولاية الجلفةكدراسة حالة. ولقد خلصت هذه الدراسة الى ان الخوصصة والاصلاحات الاقتصادية في الجزائر كانت نتاجا لأزمة المديونية ونقص الموارد المالية للدولة،و أن خوصصة المركب الجهوي للحوم الحمراء حاسي بحبح ولاية الجلفةتشكل خطوة استراتيجية نحو تحسين الأداء المالي وتعزيز كفاءة القطاع العام. تمثل هذه التجربة نموذجًا يمكن تعميمه على مؤسسات عمومية أخرى في ظل إصلاح اقتصادي مدروس.

This study examines a key economic issue that has not ably influenced Algeria’s national economy: the privatization of public enterprises during the economic crises between 1980 and 2000. It provides an overview of Algeria’s economic and social landscape since the early 1980s, explores the country’s shift in economic policy, and analyzes the rationale behind adopting privatization as a reform strategy. The research also evaluates the outcomes of the privatization process, with a particular focus on a case study of the Regional Complex for Red Meat in Hassi Bahbah, Djelfa Province. The fin dings reveal that privatization efforts and broader economic reforms were large lydriven by the external debt crisis and shrinking state revenues. The privatization of the Hassi Bahbah complex is highlighted as a strategic initiative aimed at enhancing financial performance and operational efficiency. This case offers a potential model for the restructuring of other public enterprises within a comprehensive economic reform framew
