Abstract

Digitizing the electoral process in Algeria is an indispensable strategic choice to modernize the electoral system and enhance its credibility. This study demonstrated that adopting digitization effectively contributes to simplifying procedures, ensuring transparency, and reducing fraud, thus strengthening citizens' confidence in democratic practice. Despite the technical and organizational advantages of digitization, its implementation faces a number of challenges, most notably weak infrastructure, the need to train personnel, and the need to develop the legal frameworks regulating it. Therefore, the success of this process remains dependent on the development of a comprehensive national strategy that ensures the integration of technical, legal, and institutional aspects. In light of the study's findings, it is recommended to intensify research efforts and scholarly discussions, through the organization of local and international seminars and forums, to explore best practices and exchange experiences, ensuring an effective and sustainable digital transformation in the Algerian electoral process. تُعدّ رقمنة العملية الانتخابية في الجزائر خيارًا استراتيجيًا لا غنى عنه لتحديث النظام الانتخابي وتعزيز مصداقيته.

أثبتت هذه الدراسة أن اعتماد الرقمنة يُسهم بفعالية في تبسيط الإجراءات، وضمان الشفافية، والحد من التزوير، مما يُعزز ثقة المواطنين في الممارسة الديمقراطية.

ورغم المزايا التقنية والتنظيمية للرقمنة، إلا أن تطبيقها يواجه عددًا من التحديات، أبرزها ضعف البنية التحتية، والحاجة إلى تدريب الكوادر، والحاجة إلى تطوير الأطر القانونية المنظمة لها. لذلك، يبقى نجاح هذه العملية رهينًا بوضع استراتيجية وطنية شاملة تضمن تكامل الجوانب التقنية والقانونية والمؤسسية.

وفي ضوء نتائج الدراسة، يُوصى بتكثيف الجهود البحثية والنقاشات العلمية، من خلال تنظيم ندوات ومنتديات محلية ودولية، لاستكشاف أفضل الممارسات وتبادل الخبرات، بما يضمن تحولًا رقميًا فعالًا ومستدامًا في العملية الانتخابية الجزائرية.
