النقل الدولي للبضائع وتطوير البنى التحتية في الفضاء الأورومتوسطي

Abstract

شهد النقل البحري الدولي في الفترة الأخيرة تطوّرات على كافة الأصعدة، فانتقل من ذلك المفهوم المبسط اي مجرد نقل البضائع من ميناء إلى ميناء إلى عمليات متكاملة من الباب إلى الباب (النقل المتعدد الوسائط) وبما أنّ الموانئ تمثّل الحلقة الرئيسية في قطاع النقل البحري وبوابة الدولة مع العالم الخارجي، فإنّ ما يشهده العالم اليوم من تطوّرات سريعة ومتلاحقة في مجال صناعة النقل البحري قد فرض على الموانئ تطوير بنيتها التحتية والفوقية وعصرنة خدماتها فانتقلت من مجرّد نقطة التقاء لربط نقل البضائع داخليا بالنقل الخارجي إلى حلقة في سلسلة النقل الدولي. لذا تهدف هاته الدراسة الى تسليط الضوء على ميناء روتردام باعتباره أحد أهم المحاور العالمية لشحن البضائع والحاويات ونموذج لوجستي اوروبي متكامل نظرا لتطبيق مختلف اشكال الانشطة اللوجستية التي من شأنها تسهيل العمليات بأسرع وقت وبأقل تكلفة ممكنة. Recently international maritime transport has witnessed developments on all fronts. It has evolved from a simplified concept of merely transferring goods from port to port to integrated operations from door to door (multimodal transport). Since ports represent the main link in the maritime transport sector and the gateway of the country to the outside world the rapid and successive developments in the field of maritime transport that the world is witnessing to day have compelled ports to enhance their infrastructure and modernize their services،They have transitioned from merely being a meeting point to connect domestic cargo transport with external transport to becoming a vital link in the international transport chain. Therefore this study aims to highlight the Port of Rotterdam as one of the most important global hubs for cargo and container shipping, and as a comprehensive European logistics model due to the implementation of various logistical activities that facilitate operations in the shortest time and at the lowest possible cost.
