الآثار الاقتصادية لتقلبات أسعار الطاقة على الاتحاد الأوروبي

Abstract

تهدف هذه الدراسة إلى تحليل وتقييم تأثير ارتفاع أسعار الطاقة على أداء اقتصاد الاتحاد الأوروبي في ظل الصراع الروسي الأوكراني خلال الفترة 2010-2024. تعتمد الدراسة على المنهج الوصفي التحليلي حيث تستعرض وتحلل بعض مؤشرات الاقتصاد الكلي. أظهرت نتائج الدراسة أن النزاع تسبب في اضطرابات اقتصادية حادة، حيث أدى ارتفاع أسعار الطاقة سنة 2022 إلى ارتفاع التضخم الذي بلغ ذروته عند 9.3%، كما انخفض رصيد الحساب الجاري بنسبة 68.9% وتفاقم العجز التجاري، وتراجع الناتج المحلي الإجمالي الحقيقي ليسجل 0.6%، مما يعكس أثر ارتفاع تكاليف واردات الطاقة على القدرة التنافسية لدول الاتحاد. وعلى الرغم من أن الاقتصاد شهد تعافيا جزئيا في عامي 2023 و2024 ونموا بنسبة 1.1% و1.6% على التوالي، إلا أن معدلات التضخم لا تزال مرتفعة مقارنة بمستويات ما قبل الحرب. ورغم استجابة الاتحاد الأوروبي عبر سياسات تنويع مصادر الطاقة ودعم الاقتصاد، إلا أن هذه التدابير لم تكن كافية لمعالجة التحديات الهيكلية طويلة الأمد. This study aims to analyse and assess the impact of the rising energy prices on the performance of the European Union’s economy in light of the Russian-Ukrainian conflict during the period 2010-2024. The study adopts a descriptive analytical approach by examining key macroeconomic indicators.The results indicate that the conflict caused severe economic disruptions, as the surge in energy prices in 2022 led to a peak inflation rateof 9.3%. Additionally, the current account balance declined by 68.9%,the trade deficit worsened, and real GDP dropped to 0.6%, reflecting the impact of rising energy import costs on competitiveness of EU countries. Although the economy experienced partial recovery in 2023 and 2024, with growth rates of 1.1% and 1.6%, respectively, inflation rates remain high compared to pre-war levels. Although the EU responded through energy diversification policies and economic support, these measures were not sufficient to address long-term structural challenges.
