دور الفلاحة الصحراوية في تعزيز التنمية المحلية ولاية الوادي أنموذجا

Abstract

تهدف هذه الدراسة إلى تحليل مساهمة الفلاحة الصحراوية في تعزيز التنمية المحلية من حيث نسبة التشغيل والناتج المحلي الإجمالي وكدا الصادرات وكحالة تطبيقية تم دراسة حالة ولاية الوادي، وتم استخدام المنهج الوصفي من أجل وصف عناصر البحث كما تم استخدام المنهج التحليلي لتحليل واقع الفلاحة الصحراوية في ولاية الوادي من خلال المعطيات والإحصائيات المتاحة من طرف مديرية الفلاحة بولاية الوادي ومدى انعكاسه على التنمية المحلية للولاية. وتوصلت الدراسة الى أن الفلاحة الصحراوية في ولاية الوادي من خلال الإنتاج النباتي والحيواني كانت لها أثر معتبر لكنه دون المستوى المطلوب نتيجة لوجود تحديات أهمها التغيرات المناخية ،نوعية التربة ،التكاليف العالية وقلة الموارد المالية والتكنولوجية. وأبرزت الدراسة أن المساهمة كانت في جانب التشغيل والناتج المحلي الإجمالي والصادرات حيث بلغت مساهمة الفلاحة الصحراوية في التشغيل حوالي 44.4% من اجمالي القوى العاملة بولاية الوادي سنة 2023 كما ساهمت بناتج فلاحي يقدر بنسبة 20% سنة 2020 و 18% سنة 2023 من اجمالي الناتج المحلي للولاية . وقد بلغت مساهمة صادرات الإنتاج الزراعي من إجمالي صادرات الولاية حسب غرفة التجارة والصناعة (سوف) سنة 2021 حوالي 35% و حوالي 78% في سنة 2022 ، وفي سنة 2023 حوالي 43% و بلغت حوالي 60- 80 % سنة 2024 .ولاية الوادي التي أثبتت أنها بإمكانياتها البشرية والطبيعية قد تصبح السلة الغذائية للجزائر. "Abstract This study aims to analyze the contribution of desert agriculture to enhancing local development in terms of employment rates, gross domestic product (GDP), and exports. As a case study, the state of El Oued was studied. A descriptive approach was used to describe the research elements. An analytical approach was also used to analyze the reality of desert agriculture in El Oued, using data and statistics available from the El Oued Agriculture Directorate and its impact on the state's local development. The study concluded that desert agriculture in El Oued, through plant and animal production, had a significant impact but fell short of the desired level due to challenges, most notably climate change, soil quality, high costs, and a lack of financial and technological resources. The study highlighted the contribution to employment, GDP, and exports, with desert agriculture contributing approximately 44.4% of the total workforce in El Oued in 2023. It also contributed an estimated 20% of the state's GDP in 2020 and 18% in 2023 to its agricultural output. According to the Chamber of Commerce and Industry (SOF), the contribution of agricultural exports reached approximately 35% in 2021, 78% in 2022, 43% in 2023, and 60-80% in 2024 of the province's total exports. El Oued Province has proven that, with its human and natural resources, it could become Algeria's food basket.
