نحو نموذج اقتصادي جديد لتنويع الاقتصاد الجزائري وتحقيق الاستدامة

Abstract

تهدف هذه الدراسة إلى تحليل النموذج الاقتصادي الجديد للنمو الذي أُعلن عنه في الجزائر سنة 2016، باعتباره أحد أبرز المبادرات التي تبنّتها الحكومة للخروج من التبعية الهيكلية لعائدات المحروقات، وتسعى الورقة إلى استكشاف الأهداف الاستراتيجية التي يتضمنها هذا النموذج، وتفكيك محاوره وآليات تنفيذه، مع تقييم مدى قدرته على تحقيق التنويع الاقتصادي كخيار استراتيجي يعزّز استدامة النمو الوطني، وتوصلت الدراسة إلى أن هذا النموذج، رغم طابعه الطموح، يعاني من ضعف في آليات التطبيق وغياب خطة تنفيذية واضحة، إلى جانب استمرار التحديات الهيكلية ،كما أبرزت النتائج أن محدودية الإصلاحات المؤسساتية والمالية وعدم إشراك القطاع الخاص بفعالية قلّص من أثر هذا التوجه الإصلاحي. وخلصت الدراسة إلى أن إنجاح النموذج يقتضي إرادة سياسية حقيقية، إصلاحات جذرية، وتفعيل دور الفاعلين الاقتصاديين خارج القطاع النفطي This study aims to provide a critical analysis of the new economic growth model announced in Algeria in 2016, as one of the most prominent initiatives adopted by the government to escape the structural dependency on hydrocarbon revenues. The paper seeks to explore the strategic objectives included in this model, dismantle its components and implementation mechanisms, and evaluate its ability to achieve economic diversification as a strategic option that enhances the sustainability of national growth. The study relied on a descriptive analytical approach to present the theoretical concepts of economic diversification, an inductive approach to analyze Algeria's experience under the new economic model, in addition to a critical approach to diagnose the imbalances of this model and identify the gaps that hinder the achievement of its objectives. The study found that this model, despite its ambitious nature, suffers from weak implementation mechanisms and a lack of a clear executive plan, along with the continuation of structural challenges. The results also highlighted that the limited institutional and financial reforms and the ineffective involvement of the private sector have reduced the impact of this reform direction. The study concluded that the success of the model requires genuine political will, radical reforms, and the activation of the role of economic actors outside the oil sector
