دور الإدارة الإلكترونية في إرساء مبادئ الحوكمة-دراسة حالة

Abstract

الملخص: تهدف هذه الدراسة إلى تحليل دور الإدارة الإلكترونية في تعزيز مبادئ الحوكمة في مديرية التوزيع الكهرباء و الغاز بالبيض، ومع التطور التكنولوجي السريع أصبحت الإدارة الإلكترونية أداة حيوية لتحسين الكفاءة المؤسسية وتعزيز الشفافية والمساءلة، حيث تسلط الدراسة الضوء على كيفية استغلال تقنيات المعلومات والاتصالات في تطوير آليات الإدارة وتعزيز متطلبات الحوكمة، وقد اعتمدت الدراسة على المنهج الوصفي التحليلي الذي يستند إلى مراجعة الأدبيات السابقة ودراسة حالة تطبيقية، بالإضافة إلى استخدام الاستبيان كأداة رئيسية لجمع البيانات، حيث تم قبول عينة مكونة من0)32(مستجوب، وتم تحليل البيانات باستخدام برنامج (V27)SPSS وSMARTPLS لضمان دقة النتائج وموثوقيتها. كما توصلت الدراسة إلى عدة نتائج أهمها أن الإدارة الإلكترونية تلعب دورا محوريا في تعزيز مبادئ الحوكمة في توزيع الكهرباء والغاز بالبيض، وأوصت بضرورة توفير البنية التحتية الرقمية اللازمة وتعزيز ثقافة الابتكار والتغيير المؤسسي لتفعيل آليات الإدارة الإلكترونية بشكل فعال، مما يسهم في تحسين كفاءة المؤسسات ورفع مستوى رضا المواطنين.

Résumé : انجلزية Abstract: This study aims to analyze the role of electronic management in enhancing governance principles at the Electricity and Gas Distribution Directorate of El Bayadh. With rapid technological development, electronic management has become a vital tool for improving institutional efficiency and strengthening transparency and accountability. The study highlights how information and communication technologies can be utilized to develop management mechanisms and reinforce governance requirements. The study adopted a descriptive-analytical approach based on a review of previous literature and an applied case study, in addition to using a questionnaire as the main data collection tool. A sample of (32) respondents was accepted, and the data were analyzed using SPSS (V27) and SMARTPLS to ensure the accuracy and reliability of the results. The study reached several key findings, most notably that electronic management plays a central role in enhancing governance principles in the electricity and gas distribution sector in El Bayadh. It recommended the need to provide the necessary digital infrastructure and to promote a culture of innovation and institutional change in order to effectively activate electronic management mechanisms, thereby improving institutional efficiency and increasing citizens’ satisfaction.
