دور المؤسسات الناشئة في دعم التنمية المحلية بدولة الجزائر

Abstract

تستعرض هذه الورقة البحثية الدور الكبير الذي تلعبه المؤسسات الناشئة في المساهمة الفعالة لدعم الأبعاد الرئيسية للتنمية المحلية، حيث تهدف إلى ابراز واقع ومجهودات ترقية هذه الأخيرة داخل دولة الجزائر باعتبارها من المحاور القاعدية المحركة للاقتصاد المحلي. من خلال تسليط الضوء على البرامج والمخططات المحلية الداعمة للنماذج المؤسساتية الناشئة والواعدة التنموية، حيث تم استعمال المنهج الوصفي التحليلي بغية ضبط طبيعة العلاقة القائمة بين المتغيرات المحورية للدراسة من جهة. وكذا محاولة عرض وتقييم تجربة المؤسسة الناشئة "تقاليدي" كنموذج واعد لدعم التنمية المحلية في ولاية تيميمون، وقد توصلت هذه الدراسة إلى إثبات الأهمية النسبية لهذا النوع من المؤسسات في تحقيق أبعاد التنمية المحلية في الجزائر نظرا للنتائج الإيجابية التي قدمتها المؤسسة الناشئة محل الدراسة، هذا تماشيا مع الجهود الجبارة المبذولة من قبل الحكومة الجزائرية في الدفع بعجلة التنمية المحلية على كل الأصعدة والقطاعات الوطنية. مما أوجب توصية الهيئات المسؤولة بضرورة تهيئة الظروف المناسبة لتسهيل عمل هذه المؤسسات بإيجاد الحلول الملائمة لطبيعتها من جهة، وكذا تقليص العوائق التي تواجهها بأقل قدر ممكن على كامل النواحي من الجهة المقابلة. This research paper reviews the major role played by startups in effectively contributing to supporting the main dimensions of local development, as it aims to highlight the reality and efforts to promote the latter within the state of Algeria, as it is one of the basic driving axes of the local economy. By highlighting local programs and plans that support emerging and promising development institutional models, the descriptive analytical approach was used in order to control the nature of the pivotal variables of the study on the one hand. As well as an attempt to present and evaluate the experience of the emerging institution “Traditional” as a promising model for supporting local development in the state of Timimoun. This study has demonstrated the relative importance of this type of institution in achieving the dimensions of local development in Algeria due to the positive results provided by the startup under study. This is in line with the tremendous efforts made by the Algerian government in advancing local development at all levels and national sectors. Which necessitated the recommendation of the responsible bodies on the necessity of creating appropriate conditions to facilitate the work of these institutions by finding solutions appropriate to their nature on the one hand, as well as reducing the obstacles they face as little as possible in all aspects on the other hand .
