Abstract
This study is a qualitative research aimed at examining the role of business networks, especially
small and medium-sized enterprises (SMEs), in implementing Corporate Social Responsibility
(CSR) within their strategies. The research focuses on analyzing the interactions between the
entrepreneurial community in Béjaïa most dynamic business zone, TAHARACHT, and the
stakeholders within their region. To address this, the study uses semi-structured interviews. The
findings reveal that the business environment in TAHARACHT shows limited reliance on
network formation and collaboration with stakeholders. This indicates that the region is not
sufficiently integrated into the management practices of local businesses. We suggest that creating
an inter-organizational facilitation structure could help foster sustainable development initiatives
and identify actionable tools that business leaders can easily implement. Such a structure would
play a key role in coordinating and mediating among the networks of actors within the territory.
