فعالية الصناديق السيادية في دعم الإستقرار الإقتصادي في ظل تواتر الأزمات

Abstract

تهدف هذه الدراسة إلى إبراز الدور الذي لعبته الصناديق السيادية كأداة بالغة الأهمية لتحقيق الاستقرار الإقتصادي خلال فترات الأزمات العالمية المتعاقبة، حيث ساهمت هذه الصناديق بشكل متفاوت في احتواء تداعيات هذه الأزمات، فخلال أزمة 2008 أدت هذه الصناديق دورًا مضادًا للتقلبات من خلال المساهمة في إعادة رسملة بنوك وشركات كبرى تعرضت لخسائر كبيرة ، ومثّلت مصدر تمويل طارئ خلال جائحة كوفيد-19، في حين واجهت تحديات إستثمارية بسبب التضخم المرتفع و إضطرابات الأسواق في 2022. وتؤكد النتائج أهمية تعزيز الحوكمة وتنويع الأصول لضمان فاعليتها في المستقبل This study aims to highlight the pivotal role of Sovereign Wealth Funds (SWFs) as strategic instruments for promoting economic stability amid successive global crises. These funds have contributed—albeit to varying extents—to mitigating the repercussions of such crises. During the 2008 financial crisis, SWFs adopted a counter-cyclical stance by recapitalizing major banks and corporations that incurred substantial losses. In the COVID-19 pandemic, they functioned as emergency liquidity providers, supporting national economies. However, in 2022, SWFs encountered significant investment challenges due to surging inflation and market volatility. The findings emphasize the need to strengthen governance frameworks and diversify asset allocations to preserve their resilience and effectiveness in the face of future shocks
