الإصلاح الإداري في الجزائر من خلال المجالس المحلية

Abstract

يُعدّ الإصلاح الإداري مطلبا ملحّا لإحداث تغييرات جذرية في أسلوب الإدارة المحلية وفي كيفية تقديمها للخدمات ‏لتحقيق التنمية المستدامة، خاصة في ظل التحولات المتسارعة في العالم على المستوى الاقتصادي والتكنولوجي ‏وحتى الاجتماعي، وتتناول هذه الدراسة موضوع الإصلاح الإداري المحلي بالجزائر، من خلال عرض بعض نماذج ‏الإصلاح على مستوى المجالس المحلية بين الواقع والآفاق، فتطرقنا إلى تشخيص بعض آليات الإصلاح الإداري على ‏مستوى المجالس المحلية ومدى تأقلمها مع المتغيرات البيئية، اعتمادا على المنهج الوصفي مع الاستعانة بالاقتراب ‏القانوني، وتوصّلنا إلى عدم كفاية الإجراءات المتّخذة لقصور الإرادة السياسية وعدم إشراك المواطنين فعليا في ‏عملية التسيير المحلّي.‏ The administrative Reformation is considered as a highly demand to make radical ‎changes upon the Local Council Service system: This is to achieve "the ‎sustainable development". Especially under the world accelerated transitions of ‎economy , technology as well as the social one. This study is about the subject of ‎Algerian Local Administrative reformation via giving some examples of local ‎Reformation between Reality and Prospects. Actually; we analyzed the ways of ‎Administrative reformation in local Councils and their adaptation with ‎environmental changes. Actually we have used the legislative and descriptive ‎approach. However; we figured out that the used procedures are insufficient; ‎where we can see a failure of political willness and the real contribution of the ‎citizens in the local management‎
