قنوات النقل الدولي للتكنولوجيا في الجزائر

Abstract

هدفت هذه الدراسة إلى تحليل قنوات النقل الدولي للتكنولوجيا في الجزائر خلال الفترة الممتدة من 2000 إلى 2023، ورصد إسهاماتها في تحويل التكنولوجيا إلى القطاعات الاقتصادية وخاصة قطاع الصناعية، وقد اعتمدت الدراسة على المنهج الوصفي التحليلي، مستندة إلى بيانات رسمية وتقارير مؤسسية محلية ودولية، وتطرقت للاستثمار الأجنبي المباشر، وعقود نقل التكنولوجيا، وواردات السلع الرأسمالية، كأهم قنوات تعتمدها الجزائر في توريد التكنولوجيا من الخارج مركزة على تطوير قطاعات حيوية مثل الطاقة، الاتصالات، والصناعة التحويلية، وتوصلت الدراسة إلى وجود استفادة جزئية من التكنولوجيا المنقولة، إلا أن ذلك لم يُترجم إلى توطين فعلي مستدام، كما بينت استمرار الاعتماد المفرط على الخارج وضعف البنية التحتية للبحث والتطوير المحلي. This study aimed to analyze the international technology transfer channels in Algeria during the period from 2000 to 2023, and to assess their contributions to the integration of technology into economic sectors, particularly the industrial sector, The study adopted a descriptive-analytical approach, based on official data and reports issued by local and international institutions, It examined foreign direct investment (FDI), technology transfer agreements, and imports of capital goods as the main channels through which Algeria acquires foreign technology. The analysis focused on their role in the development of strategic sectors such as energy, telecommunications, and manufacturing industries, The study concluded that the transferred technologies led to partial benefits, but these gains did not result in sustainable and effective localization, It also revealed the persistence of excessive dependence on foreign sources, along with the weakness of the local research and development infrastructure.
