تحليل الوضعية التنافسية للاقتصاد الجزائري في ظل نتائج مؤشر تنافسية الاقتصادات العربية خلال الفترة (2010-2021)

Abstract

سنحاول من خلال هذا البحث تقييم الأداء التنافسي للاقتصاد الجزائري خلال الفترة (2010-2021) في ظل نتائج تقارير مؤشر تنافسية الاقتصادات العربية الصادرة عن صندوق النقد العربي سنويا، والتعرف على مكانته عربيا ودوليا، ومن ثَمَّ تسليط الضوء على السياسات والاستراتيجيات الكفيلة بدعم وتعزيز تنافسيته. توصلنا من خلال الدراسة أن الجزائر احتلت مراتب متأخرة في معظم تقارير تنافسية الاقتصادات العربية، رغم النتائج الايجابية المحققة في بعض مؤشرات الاقتصاد الكلي،والتي يعود الفضل فيها إلى ريع المحروقات عوض الاعتماد على قاعدة إنتاجية متينة، وهذا ما يؤكد أن البرامج التنمويةالمسطرة من قبل الدولة لم تنجح في تحقيق النتائج المرجوة لاعتمادها المفرط على عائدات البترول التي هي عرضة للصدمات، الأمر الذي يتطلب القيام بإصلاحات هيكلية عميقة والتي من شأنها بناء قوة اقتصادية وطنية وتحقيق النمو الاقتصادي المستديم. This study aims to evaluate the competitive performance of the Algerian economy during the period (2010-2021) in light of the results of the Arab Economies Competitiveness Index reports issued by the Arab Monetary Fund annually, and to identifyits position in the Arab world and internationally, and then highlight the policies and strategies to support and enhance its competitiveness. It became clear to us through our study that Algeria occupied late ranks in most of the competitiveness reports of the Arab economies, despite the positive results achieved in some macroeconomic indicators, which are due to a windfall of hydrocarbons revenues instead of relying on a solid production base. This confirms that the development programs governed by the State did not succeed in achieving the desired results due to its excessive dependence on oil revenues, which are vulnerable to shocks, which requires deep structural reforms that would build national economic strength and achieve sustainable economic growth
