التوجه نحو الاقتصاد الأخضر في الجزائر

Abstract

تهدف هذه الورقة البحثية إلى دراسة واقع الاقتصاد الأخضر في الجزائر من خلال التعرف على أهم السياسات المتبناة من طرف الحكومة الجزائرية لتعزيز الانتقال إلى الاقتصاد الأخضر، وعرض أهم الاستراتيجيات والخطط الوطنية للمناخ المتبعة لخفض انبعاثاتها من الغازات الدفيئة وتحقيق الامن الغذائي كأولوية قصوى بالاعتماد على المنهجين الوصفي والتحليلي تم التطرق إلى التحديات البيئية والاقتصادية التي تواجه الجزائر وضرورة الانتقال نحو الاقتصاد الأخضر كما تم تقصي التشريع السياسي ودور السياسة النقدية في تعزيز الانتقال الأخضر بصورة أكثر وضوحا. وقد تم التوصل إلى أن السلطات الجزائرية قدمت استراتيجية شاملة لمواجهة تحديات تغير المناخ، من خلال خطة وطنية للمناخ والتي أقرت عام 2021 حوالي 155 إجراءا للتخفيف من آثار تغير المناخ والتكيف معه، وفيما يخص القطاع المصرفي الجزائري اتجهت البنوك في الفترة الأخيرة إلى تنفيذ خطط طموحة تدعم نمو محفظة تمويلات المشروعات الخضراء والمشروعات الأكثر حفاظا على المناخ، من خلال استعاب العوامل الخارجية البيئية، وضبط تصورات المخاطر من أجل تعزيز الاستثمارات الصديقة للبيئة وتحقيق التنمية المستدامة في الجزائر. This research paper aims to study the reality of the green economy in Algeria by identifying the most important policies adopted by the Algerian government to promote the transition to a green economy and presenting the most important national climate strategies and plans adopted to reduce greenhouse gas emissions and achieve food security as a top priority. Using descriptive and analytical approaches, the paper addresses the environmental and economic challenges facing Algeria and the need to transition to a green economy. It also examines political legislation and the role of monetary policy in promoting the green transition more clearly. It was concluded that the Algerian authorities have presented a comprehensive strategy to address the challenges of climate change through a national climate plan approved in 2021, which includes approximately 155 measures to mitigate and adapt to the effects of climate change. With regard to the Algerian banking sector, banks have recently moved to implement ambitious plans to support the growth of the portfolio of green and climate-friendly projects by taking into account external environmental factors and adjusting risk perceptions in order to promote environmentally friendly investments and achieve sustainable development in Algeria.
