التمويل المحلي للجماعات المحلية وانعكاساته على التنمية المحلية بالجزائر

Abstract

الملخص: تعالج هذه الدراسة واقع تمويل الجماعات المحلية في الجزائر بالاعتماد على مصادر متنوعة ومختلفة، وفي هذا الشأن تناولت الدراسة مختلف الجوانب النظرية المتعلقة بتسيير الجماعات المحلية (البلدية) - الولاية)، وكذا التمويل المحلي والتنمية المحلية وتطويرها، وتطرقنا في دراستنا إلى مختلف المصادر التمويلية التي تعتمد عليها الجماعات المحلية في موازنة ميزانيتها، سواء المصادر الداخلية أو الخارجية، أو البرامج الخماسية المعتمدة من طرف الدولة، وهذا ما دفعنا إلى أخذ عينة كدراسة حالة لبلدية من بلديات ولاية أم البواقي وهي بلدية عين مليلة، وقمنا بتشخيص واقع التنمية والتمويل المحلي لذات البلدية، مع ضرورة البحث عن مصادر جديدة للتمويل المحلي واستغلال الممتلكات المحلية وحوكمة التسيير المحلي بالاعتماد على تشجيع الاستثمار المحلي وتفعيل التعاون المشترك بين الجماعات المحلية.

Summary This study addresses the reality of local government financing in Algeria, relying on various and diverse sources. In this context, the study explores the theoretical aspects related to the management of local governments (municipalities and provinces), as well as local financing, local development, and its enhancement. The study also presents models from leading countries in local development, such as Malaysia and Singapore, with the aim of understanding the mechanisms and resources they use to promote development in these countries, in comparison to the development factors in Algeria. Furthermore, our study discusses the various funding sources local governments rely on to balance their budgets, including both internal and external sources, as well as the five-year programs adopted by the state. This led us to select a case study of a municipality from the province of Oum El Bouaghi, specifically the municipality of Aïn M'lila. We analyzed the reality of local development and financing in this municipality, emphasizing the need to explore new sources of local financing, utilize local assets, and improve local governance, relying on the encouragement of local investment and activating cooperation between local governments.
