Abstract

يناقش هذا المقال موضوع تعزيز دور الحكومة في تسوية الخلاف بين غرفتي البرلمان ويكتسي هذا الموضوع أهمية قصوى تتجلى في التفوق الحكومي في جل إجراءات تسوية الخلاف، ومعالجتنا لهذا الموضوع هدفها توضيح أثر هذا التدخل على مبدأ الفصل بين السلطات، حيث خلصنا في نهاية هذه الدراسة إلى أن دور الحكومة في هذا المجال يشكل تدخلا في صميم العمل التشريعي، ويمس بمبدأ الفصل بين السلطات، إلا أن له مبررات من الناحية العملية . This article discusses the issue of strengthening the role of government in the settling the dispute between the two chambers of the parliament, this issue is of paramount importance in the the government's superiority in most dispute settlement procedures, and our treatment of this subject is aimed at clarifying thr effect of this intervention on the principle of separation of power . At the end of this study we concluded that the role of the government in this area constitutes interference in the core of legislative work and undermines the principle of the separation of power, however, it is justified in practice .
