دراسة تحليلية لمتطلبات متابعة لجنة مراقبة النوعية: استقلالية وحياد المدقق في ظل القانون 10-01 بالجزائر

Abstract

جاءت الدراسة بهدف بيان متطلبات متابعة لجنة مراقبة النوعية لاستقلالية وحياد المدقق بالجزائر في ظل القانون 10-01 الخاص بالمهن المحاسبية لتامين مراقبة درجة الالتزام بها ، لتحقيق هدف الدراسة تم التطرق إلى خمس محاور أساسية استنادا على المنهج التحليلي بالتفصيل في اجراءات متابعة اللجنة الواردة بدليل رقابة النوعية والتركيز على مواد القانون 10-01 المتضمنة حالات التنافي والموانع لضبط الاستقلالية. خلصت الدراسة إلى ضرورة تفعيل دور لجنة مراقبة النوعية في ضمان متابعة درجة استقلالية وحياد المدقق للمحافظة عليها تعزيزا للثقة في أدائه، ضرورة توفير توضيحات مفصلة عن اجراءات متابعتها وفقا لمتطلبات الرقابة عليها . The study came to explain the requirements of the Quality Control Committee's follow-up to the independence and impartiality of the auditor in Algeria under law 10-01 on accounting professions to ensure monitoring of the degree of compliance with it.to achieve the study objective, five main axes were discussed based on the analytical approach in detail in the committee's follow-up procedures contained in the quality control manual and focusing on the articles of law 10-01, including cases of inconsistencies and contraindications to control Independence. The study concluded that it is necessary to activate the role of the Quality Control Committee in ensuring the follow-up of the auditor's degree of independence and impartiality to maintain to enhance confidence in his performance, the need to provide detailed explanations on the follow-up procedures by the requirements of control.
