تنمية المناطق الحدودية من خلال اتفاقيات التوأمة الجزائرية التونسية

Abstract

تناولت هذه الأطروحة دور اتفاقيات التوأمة والتعاون اللامركزي في تنمية المناطق الحدودية الجزائرية التونسية، كما عالجت رؤية صناع القرار لمدى إمكانية تنمية هذه المناطق من خلال برامج التعاون اللامركزي. إن المرسوم التنفيذي 17/329 أعطى للجماعات المحلية إمكانية إبرام اتفاقيات تعاون لامركزي مع نظيراتها الأجنبية من خلال القاعدة القانونية التي وضّحت عمل التنظيم الإداري اللامركزي وإعطائه صلاحيات جديدة تتعلق بالحق في إبرام اتفاقيات توأمة واتفاقيات تعاون لامركزي يخدم التنمية الحدودية ويضمن الاستقرار والأمن . ومن ناحية أخرى فقد تناولت هذه الأطروحة المبررات المختلفة التي أدّت إلى التعاون الجزائري التونسي لتنمية المناطق الحدودية المشتركة، على اعتبار ان الدولة الجزائرية لم تبرم مثل هذه الاتفاقيات مع ولايات حدودية أخرى؛ فالأخوة والروابط التاريخية والسياسية، والقرب الجغرافي والمصير المشترك كانت أهم مبررات عقد هذه الاتفاقيات من أجل النهوض بالمناطق الحدودية تنمويا، وضمانا لاستقرارها وأمنها. كما تناولت الأطروحة أيضا بنود الاتفاقيات بين الولايات الحدودية الخمس (الطارف/ بلدية الحدادة من ولاية سوق اهراس/ولاية تبسة/ولاية الوادي/وولاية ورقلة)؛ والتي تمّ تحليل مضامينها وتبيان دلالاتها التنموية، والمضامين التعاونية لكل اتفاقية لأجل تحقيق تنمية حدودية شاملة تكون لبنة أولى في التعاون المغاربي والإقليمي، ونموذجا يقاس عليه في كل تعاون مستقبلي. إن تلك البنود برغم أهميتها لم تَـلْقَ الظروف المواتية لتجسيدها على أرض الواقع، وذلك الى حدود سنة 2025 ، وهذا التعثر لم يمسّ كل المجالات، فالمجال الأمني، والمجال البيئي لقيا استجابة مكنت من تحقيقهما؛ وذلك لأهمية هذين المجالين وخطورتهما؛ كما يسعى صناع القرار في هذا الصدد الى إيجاد بيئة آمنة ومستقرة تسمح بتفعيل العوامل التنموية في الميادين الاقتصادية والاجتماعية والبيئية. This thesis examines the role of twinning agreements and decentralized cooperation in the development of the Algerian–Tunisian border regions. It also explores the decision-making dynamics within local authorities through decentralized cooperation programs.

The Executive Decree No. 17-329 introduced a regulatory framework that enables local authorities to enter into decentralized cooperation agreements with their foreign counterparts. This legal foundation has encouraged Algerian local authorities to explore new avenues for achieving local development through such cooperation mechanisms.

Moreover، the study highlights the role of agreements signed between Algerian and Tunisian local authorities in fostering development across shared border areas. Decentralized cooperation serves as a means to enhance integration and cohesion between border communities، aiming to improve residents’ living conditions through the exchange of expertise and the implementation of joint development projects that promote both stability and growth.

The thesis also analyzes the types of agreements concluded between the five border provinces — El Tarf، Souk Ahras، and Tébessa on the Algerian side، and Jendouba، Kef، and Kasserine on the Tunisian side. These agreements have contributed to strengthening local development by encouraging knowledge exchange and launching collaborative initiatives designed to achieve mutual benefits for all parties involved، while promoting balanced and sustainable territorial development. Despite the challenges encountered in the implementation of some projects، the study concludes that these initiatives represent an important step toward expanding decentralized cooperation in the future. Such cooperation exerts a positive impact on local communities in all their dimensions، fosters regional integration، and positions decentralized cooperation as an effective instrument for advancing economic، social، and environmental development.
