العناقيد الصناعية كخيار استراتيجي لتعزيز التنويع الاقتصادي

Abstract

تهدف هذه الدراسة إلى تسليط الضوء على واقع اعتماد العناقيد الصناعية كآلية لتعزيز التنويع الاقتصادي في الجزائر كونها تعاني من تبعية اقتصادية للمحروقات، في ظل هشاشة واضحة التي تعاني منها مختلف القطاعات الإنتاجية (الزراعية، الصناعية، وغيرها)، وللوصول إلى الأهداف المرجوة تم الاعتماد على المنهج الوصفي التحليلي كونه يلائم هذا النوع من الدراسات. اين خلصت نتائج الدراسة إلى أن العناقيد الصناعية في الجزائر نشأت بصفة عفوية دون دراسة أو تخطيط ممنهج من طرف أصحاب القرار، حيث تتميز هذه التجربة بتواضعها مقارنة ببعض التجارب الأجنبية أو حتى العربية، وهذا يرجع بشكل كبير إلى حداثة اعتماد هاته الاستراتيجية من جهة وإلى عدم وجود تكامل بين الاستراتيجية الوطنية للتنمية الصناعية والعناقيد من جهة أخرى. وتوصي الدراسة بضرورة توفير بيئة تنظيمية وتشريعية مناسبة لها، والعمل تحت مراقبة خبراء وتقديم الدعم اللازم من أجل تفعيل هذه العناقيد.

This study aims to shed light on the role of industrial clusters as a mechanism for achieving economic diversification in Algeria, a country still heavily dependent on hydrocarbons. The issue is particularly pressing given the evident fragility of various productive sectors, including agriculture and industry. To achieve the study’s objectives, the descriptive–analytical method was employed, as it best suits this type of research.The findings reveal that industrial clusters in Algeria have emerged spontaneously, without prior planning or systematic policy support from decision-makers. Compared with the experience of certain foreign and even Arab countries, Algeria’s attempt remains modest, largely due to the recent adoption of this strategy and the lack of alignment between the national industrial development strategy and cluster initiatives.The study recommends establishing a supportive regulatory and legislative framework, ensuring close supervision by experts, and providing the necessary assistance to strengthen and activate these clusters.
