مصادر الفقر في دول الساحل الأفريقي: وفق منظور الأمن الإنساني

Abstract

تهدف هذه الورقة البحثية إلى بيان مصادر الفقر في دول الساحل الأفريقي، وفقا للمفاهيم والمقاربات الحديثة في التنمية والأمن، إذ لا تختلف عوامل تفشي الفقر عن بعضها البعض في كثير من دول العالم، إلا أن دول الساحل تتميز بعوامل تخص المنطقة والواقع الأفريقي خصوصا، تلك المصادر جعلت أفريقيا ترزح لعقود طويلة تحت وطأة الفقر، وتقوض أي جهود لمكافحته. تعتمد الدراسة في هذا الإطار على مركب تحليلي يتكون من اقتراب متعدد المتغيرات والمستويات ومنظار التفاعل السياسي لتحليل المصادر السياسية والاقتصادية والاجتماعية والثقافية والبيئية للفقر في الساحل على المستويات الوطنية والإقليمية والدولية، الرسمية منها وغير الرسمية، وتستعين في ذلك بمنظور الأمن الإنساني ونظرية الاستطاعة. This article focuses on the sources of poverty in the Sahel region countries. According to modern concepts and approaches in development and security, the factors which lead to poverty spread are not different in many countries all over the world. However, the Sahel countries are characterized by factors peculiar to the region and the African conditions. These factors lead to decades of poverty in Africa, and undermined any efforts to fight it. The current study rests on an analytical framework consisting of an approach that is multivariate and multileveled, and an approach of political interaction to analyze the political, economic, social, cultural and environmental sources of poverty in the Sahel at the national, regional and international levels, including official and non-official sources. Moreover, it draws upon the perspective of human security and the capability theory.
