Abstract

As per this paper, the phenomenon of political corruption is linked to corruption in public policies, described as, if political corruption is as corruption of the summit, corruption in public policies comes at the summit of this summit. As the corrupted political system is responsible of making these policies,thus,the focus on the previous theoretical approach led to definethe public policies in a general meaning, not a special one.To address the problem of spread of corruption, three main conditions are stressed: transparency - accountability and good governance in addition to the requirement of both economic and political competitiveness.This research attempted to prove that political corruption deviates public policyfrom its principle of generality toward personaliz ation.
