السياسة الأوروبية للتعامل مع الهجرة غير الشرعية وانعكاساتها على حقوق الانسان

Abstract

أخذ الهجرة غير الشرعية أبعادا متعددة في الوقت الراهن، حيث تشهد معدلاتها تناميا مستمرا باطراد كما أنها تتداخل أحيانا مع ظواهر خطيرة ومجرّمة دوليا كتهريب المهاجرين والاتجار بالبشر. ولكونها الوجهة المفضّلة للمهاجرين غير النظاميين، أقدمت دول الاتحاد الأوروبي على وضع سياسة صارمة لمجابهة تنامي هذه الظاهرة والحد من تفاقم آثارها والحفاظ على أمنها، بيد أن هذه السياسة الشاملة انعكست سلبا على وضع المهاجرين، مشكّلة العديد من الانتهاكات للحقوق والحريات الأساسية التي تكفلها لهم المواثيق والاتفاقيات الدولية لحقوق الانسان.Illegal immigration currently takes on a number of dimensions, with its rates steadily increasing and sometimes overlapping with serious and internationally criminal phenomena such as smuggling of migrants and trafficking in human beings.
