المرفق العام بين مستجدات التنمية وتحقيق الأمن الطاقوي

Abstract

تناولت هذه الدراسة المعنونة المرفق العام بين مستجدات التنمية وتحقيق الأمن الطاقوي وهي دراسة قانونية، موضوع المرفق العام في ظل التغيرات والتطورات الحاصلة في التنمية الاقتصادية والاجتماعية والسياسية والتنمية الشاملة وأهم المشكلات التي تواجهها التنمية في الجزائر مع الأخذ بعين الاعتبار أهمية الطاقة في تحقيق التنمية، حيث يتطلب الأمر تحقيق الأمن الطاقوي لضمان تنمية مستدامة وضمان سيرورة المرافق العامة. حيث استعرضت الدراسة تطور المرفق العام في الجزائر وعلاقته بالدولة سيما في ظل النظام الاشتراكي والرأسمالي من جهة ومن جهة أخرى تطرقنا الموضوع التنمية وتطورها في ظل النظامين مبرزين أثر ذلك على تطور وتكيف واستمرارية المرافق العامة. كما تطرقت الدراسة الموضوع الطاقة لا سيما في علاقتها بالتنمية الاقتصادية والتنمية الشاملة والمستدامة وتأثير العنصر الطاقوي على التنمية وبالتالي ضرورة تحقيق الأمن الطاقوي لتحقيق تنمية مستدامة وضمان تطور واستمرار الخدمات والأداءات العمومية التي تقدمها المرافق العامة في الدولة، حيث يمكن تحقيق تنمية مستدامة .This study, entitled "Public Utilities: DevelopmentAchievements and Achieving Energy Security," is a legalstudy. It addresses the issue of public utilities in light of the changes and developmentstaking place in economic, social, political, and comprehensivedevelopment, aswell as the most important problemsfacingdevelopment in Algeria, takingintoaccount the importance of energy in achievingdevelopment.
