Abstract

تهدف هذه الدراسة إلى معرفة واقع تطبيق نظام المحاسبة المالية لمعاملات الصندوق الوطني للضمان الاجتماعي للعمال الغير الأجراء، حيث انه لزيادة حجم معاملاته لابد من تطبيق نظام محاسبة مالية خاص به، لأنه أداة مهمة لتسجيل وقياس البيانات والمعلومات المالية، ولتحقيق هذا الهدف تم الاعتماد على المنهج الوصفي التحليلي الذي يمكننا من التعرف على معاملات الصندوق الوطني للضمان الاجتماعي للعمال الغير الأجراء ومدونة حساباته ومنهج دراسة حالة في وكالة بسكرة من خلال المقابلة والملاحظة وتحليل الوثائق، وفي الأخير تم التوصل إلى مجموعة من النتائج أهمها: يتم التسجيل المحاسبي لمعاملات الصندوق الوطني للضمان الاجتماعي للعمال الغير الأجراء بوكالة بسكرة تطبيقا لقواعد المحاسبة المالية وتنضبط بقواعد المحاسبة العمومية في إعداد الميزانية التقديرية This study aims to know the reality of applying the financial accounting system to the transactions of the National Social Security Fund for unemployed workers, as to increase the volume of its transactions, it is necessary to apply its own financial accounting system, because it is an important tool for recording and measuring financial data and information, and to achieve this goal, the descriptive approach was relied upon. The analytical method that enables us to identify the transactions of the National Social Security Fund for Unemployed Workers, its account book, and a case study approach in the Biskra Agency through interviews, observation, and document analysis. Finally, a set of results were reached, the most important of which is: The Social Security Fund in the Biskra Agency applies the rules of the financial accounting system is governed by public accounting rules regarding social transfers. It gives great importance to the social partners who finance its system, and it also presents its financial statements according to the financial accounting system
