Abstract

تعتبر شركات الاستثمار ذات الرأسمال المتغير إحدى هيئات التوظيف الجماعي التي نص عليها المشرع الجزائري، والتي يعول عليها لتفعيل وتنشيط بورصة القيم المنقولة، كونها نموذج ممتاز لتعبئة مدخرات الجمهور وتوجيهها للبورصة بالنظر إلى خصوصية نظامها القانوني ومرونة رأسمالها، كما أنها تتمتع بالكفاءة المهنية والخبرة الفنية في الاستثمار المالي وتوظيف وإدارة محافظ القيم المنقولة. إلا أنها لم تتمكن من تحقيق هذا الهدف، إذ أن بورصة الجزائر تعاني من ركود راجع لعدة أسباب خلقت أزمة ثقة في هذه السوق. Variable capital investment companies are one of the collective employment entities provided for by the Algerian legislator, which is relied upon to operationalize and activate securities stock exchange, as it is an excellent model for mobilizing the public's savings and directing them to the stock exchange with regard to the specificity of its legal system and the flexibility of its capital. Besides, it enjoys professional competence and technical expertise in financial investment and the employment and management of securities portfolios. Nevertheless, they were not able to reach this end, as the Algerian Stock Exchange suffers from a recession due to several reasons which have lead to a crisis of confidence in this market.
